Islamic Society of Colorado Springs

An application for the Islamic Society of Colorado Springs was received by the Planning and Community Development Department. The zoning district for the proposed development, RR-5 (Residential Rural), allows religious institutions. As such, an administrative review of a site development plan is the only requirement. The site development plan evaluates standards such as setbacks, lot coverage, fencing, landscaping, parking, lighting, etc. These standards can be found under Chapters 5 and 6 of the Land Development Code.

No. The request for Site Development Plan approval is in active review. All submittal documents and returned comments from El Paso County and outside agencies are available within the Edarp project.

  • Was the public notified about this project?

Planning and Community Development sends public notices when a project goes to hearing or when relief from the standards of the Land Development Code have been requested. This includes applications such as rezones, subdivision/final plats, dimensional variances, etc. This type of application is processed administratively and does not go to public hearing.   • Are there public meeting that residents can attend?

There are no public meetings scheduled for this specific project. Public hearings are generally only required when there is a requested change to a zoning district, subdivision, or development requirement. Public hearings are also required when a request for a use that is otherwise not permitted in that zoning district is made. That is not the case for this proposal. A religious institution is an allowed use in the RR-5 zoning district.

The Site Development Plan is currently under review and waiting on resubmittal from the applicant. The scope of the Planning Department’s review includes the proposed use, zoning standards (ex: setbacks, height, etc.), and the general development standards of Chapter 6 of the Land Development Code that includes standards for parking lots, lighting, landscaping, etc. County Planning review is only one aspect of the overall development process.

  • Who makes the final determination on this application?

As this is an allowed use in the zoning district, a Site Development Plan is required to be reviewed and approved to initiate the use per the Land Development Code. This is an administrative process and the Executive Director for Planning and Community Development is the approval authority for the Site Development Plan.
