Due to recent State regulation, the definition and regulations for Recovery Residences has changed. A Recovery Residence is defined as any premises, place, facility, or building that provides housing accommodation for individuals with a primary diagnosis of a substance use disorder that:

(A) Is free from alcohol and nonprescribed or illicit drugs;

(B) Promotes independent living and life skill development; and

(C) Provides structured activities and recovery support services that are primarily intended to promote recovery from substance use disorders.

How are Recovery Residences regulated?

  • Certification Required

With limited exceptions, persons operating a recovery residence must obtain certification. CDPHE’s Behavioral Health Administration (“BHA”) determines requirements of and procures service of a certifying body.

BHA’s competitively selected body is the Colorado Association for Recovery Residences (“CARR”). CARR ensures premises, place, facility, or building meets minimum standards applying minimum standards established by the National Alliance for Recovery Residences (NARR).
